League for the Protection of Nature (LPN) exercises its right to participate in the Public Consultation of the Management Plan for the Special Protection Area (SPA) of Comporta – Galé, document prepared under the project “Preparation of twenty management plans of natural habitats, wild fauna and flora focused on Sites of Community Importance (SCI), within the scope of Habitats Directive” – POSEUR Operation 03-2215-FC000005 (Phase V | Stage 4), proposed by the Institute for the Conservation of Nature and Forests (INCF). Based on the consultation of documents available on the PARTICIPA platform, and for the reasons described in the considerations presented below, LPN expresses its disagreement with the publication of the proposed plan in the terms it is defined.

 

Prior remark:

Under POSEUR operation, particularly the project “Elaboration of twenty management plans of natural habitats, wild fauna and flora, which focus on the Sites of Community Importance (SCI), the Institute for the Conservation of Nature and Forests (ICNF) prepared a management plan for the Special Protection Area (SPA) Comporta/ Galé. For its preparation, ICNF relied on countless available information of biological/ ecological and socio/economic scope.

 

LPN welcomes the wide dissemination, which shows concern in finalizing a plan that aims to be an instrument for the development of conservation operational measures and active management of habitats in this SPA.

 

However, LPN notes that the document does not meet expectations, raising doubts as its weaknesses are found, which will be unraveled. In particular, the characterization of different existing habitats, as well as the priority species that need special protection, was based on outdated cartographic information and inaccurate soil maps. This plan also included a general analysis of the instruments that can compromise the conservation strategy and diagnosis of real problems with which the area in question struggles. Unfortunately, it does not consider recent agricultural units that, beyond the urban construction, are a major threat to the conservation of these habitats.
